1. Community Participation in Irrigation & Agriculture

India is among the countries which are facing extreme high-water stress by regularly using up more than 80 percent of the entire available water supply for the agriculture, municipal and industrial uses (World Resources Institute 2023). Water is central to growing crops, raising livestock, industrial production, electricity generation, maintaining human health, and fostering equitable societies. Living with extreme high-water stress jeopardizes people’s lives, jobs, food and energy security.

Irrigation commands in India employ about 55 percent of India’s population for agriculture for its livelihood. The share of Agri & Allied sector in total GVA in is 21.1 percent (2022-23 data). The total annual freshwater withdrawal in India is 760 BCM for

2025 (Our World Data’ 2018), the total water requirement of the country is expected to be 843 BCM of which Irrigation is the biggest client (80 percent) of freshwater annually. India has the largest irrigated area (77.72 million ha) in the world. Since 1950, there has been a rapid expansion of irrigated area both from surface and groundwater resources. The net irrigated area was 20.9 million ha in 1951 which grown to 77.2 million ha in 2020 (CWC). The proportion of the gross irrigated are to the gross cropped area was also increased from 17 percent in 1950 to 55 percent in 2020-21. Presently, of the total net irrigated area of 77.72 million ha, 24 percent was irrigated from canals, 61 percent from groundwater sources and 15 percent from tanks and other undefined sources

Community Participation has been considered as the most appropriate strategy for efficient utilization of irrigation water for agriculture. The equitable distribution, efficient and sustainable irrigation service is the key factor to increase agriculture productivity and rural income. Government of India through its successive National Water Policies, and under national plans has been promoting community participation in irrigation through Water User Associations (WUAs). Ministry of Jal Shakti has identified community participation in its various schemes viz. Command Area Development & Water Management (CADWM) Program and National Water Mission (NWM), Atal Bhujal Yojna (ABY) and Jal Jivan Mission (JJM).

As irrigation, agriculture and rural development operate in the same theatre, the community participation is the relevant common player. The community participation has been identified in the Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM) flagship program of the Ministry of Rural Development (MoRD) for promoting poverty reduction through building strong institutions for the poor, particularly women, and enabling these institutions to access a range of financial services and livelihoods through Community participation. The Ministry of New and Renewable Energy (MNRE) in India encourages community participation in renewable energy projects to ensure that projects are accepted and sustainable. The Community participation is highlighted in the various schemes of the Ministry of Agriculture- Agriculture Infrastructure Fund (AIF), Micro Irrigation Fund (MIF), RKVY-PDMC, Formation and Promotion of 10,000 Farmer Producer Organizations (FPOs), National beekeeping and Honey Mission (NBHM), Namo Drone Didi, Paramparagat Krishi Vikas Yojana (PKVY), Agriculture Mechanization (SMAM), Crop Residue Management, National Food Security Mission (NFSM), Mission for Integrated Development of Horticulture (MIDH), National Bamboo Mission (NBM), Mission Organic Value Chain Development for North Eastern Region, Agriculture Extension (SMAE). The Ministry of Co- operation scheme supports Primary Agriculture Credit Societies (PACS) as the community driven program. Community participation in anticipating and tackling pollution and environmental damage can bring a healthy and sustainable rural life. The dynamics of community participation in also reflected in the functioning of Panchayati Raj Institutions under Ministry of Panchayati Raj.

Indian Network of Participatory irrigation Management (IndiaNPIM) was established by CADWM Wing of Ministry of Water Resources in the year 1998 and registered under The Societies Registration Act to promote community participation for Irrigation Management. IndiaNPIM is a `no profit-no loss’ institution. It has over professional practitioners as its individual Life Members and about Institutional Members. It was promoted by the Ministry as an Extended Arm to Government of India, for providing technical assistance to State Governments, farmers and other stakeholders. It provides a common platform for farmers, NGOs, Government officials, researchers and other stakeholders to discuss the issue Agriculture & irrigation development and support Government initiatives for sustainable rural development in India.

MrGopeshShrivastava(GeneralSecretaryGoverning Body IndiaNIPM):Based atBhubaneshwarOdisha:Having 40 years’ working experience across PAN India in Watershed Management, Recharge, Flood routing and management, Irrigation, Drinking Water, Sewerage and Drainage Sector. Having experience in working with funding agencies like JICA, KFW, European Union, GIZ, European Investment Bank. Now working as free-launce Infrastructure Consultant.

MrKPSMallik:(GoverningBodyMember): MSc Ag and PhD degree in Agriculture (Major – Soil Science and Minor in Agronomy) in 1986 and 1991 respectively from G B Pant University of Agriculture and Technology, Pantnagar, U.P. After completion his higher degrees, has served as Research Scholar in IARI- ICAR ,New Delhi for 2 years in Ganga Action Plan Project w.e.f. January 1991to November 1993.After that has joined WAPCOS Limited ( A Govt. of India Undertaking under Ministry of Water Resources ) and served more than 31 years in various projects in India and abroad in various capacities. He has superannuated in August 2024 as Chief Scientist and Head of Agriculture Division. Worked as Agriculture expert in various project funded by World Bank, JICA, ADB, Central and State Government related to Monitoring and Evaluation of Command Area Development Program, Watershed Development, Horticulture, Forestry, Rural Development, Farm Mechanization, Crop Diversification etc. He

has also worked as Agriculture Expert in PMU – PMKSY funded by Ministry of Jal

Shakti, Government of India.

DrParthA Sarathi Das: (Treasurer)PhD fromJNU(Based atDelhi):Having 25year experience in Sampling Surveys, qualitative, quantitative & secondary research in field of economic and statistical surveys like; Impact Assessment Studies, evaluation studies, baseline, midterm, and end-line studies. Worked at the senior level and working in partnership with reputed research institutions like the Indian Institute of Technology-Delhi, and Government organizations like Niti Aayog, Ministry of Rural Development, Ministry of Women & Child Development, Coir Board, National Mission for Empowering Women (NMEW), KVIC, DEPT. OF TOURISM (GOI), DEPT. OF POST (GOI), and international organizations like USAID, PSP-One, Abt Associates, WORLD BANK, UNICEF, DFID, UNESCO. At present working for the Asian Development Bank as a senior consultant.

MrAnujKanwal,CommissionerCADWM,MinistryofJalShaktiis the guiding force for Modernizing the CADWM program in India. He is guiding India NIPM for benefit of Farmers and society.
